History

The Employment Training Center (ETC) has been a part of Hawaii 's public education system for over four decades. The following highlights the many changes experienced by this dynamic and flexible institution.

HISTORY OF THE EMPLOYMENT TRAINING CENTER
1964 Established under an agreement between the U.S. Department of Health, Education, and Welfare, and the State of Hawaii, ETC was originally known as the Manpower Training Office (MTO), reflecting the national initiative of the Manpower Development and Training Act (MDTA).
1968

The Hawaii State Legislature's Act 71 transferred the office to the University of Hawaii Community Colleges system.

Here it operated as an independent post-secondary school alongside seven Hawaii community colleges and organizationally fell under the authority of the Office of the Senior Vice President and Chancellor for Community Colleges.

1980 The University of Hawaii Board of Regents approved the name change to the Employment Training Office (ETO).
1991 Organization's name changed again to the Employment Training Center, reflecting the fact that ETC is not just an "office" administering training programs but a "center" providing a variety of educational and training opportunities for Hawaii's communities.
1996 The majority of ETC programs and administrative offices move to the Honolulu Community College campus.
2002 The University of Hawaii Board of Regents approved a reorganization that placed ETC under the Windward Community College's Division of Vocational and Community Education.
